Dr. Instructor Ahmet ÖZDİL (Department Chair)​

Ahmet Özdil earned his bachelor's degree from Yıldız Technical University's Computer Engineering Department with his work on "Noise removal from audio signals using fast Fourier transform and wavelet methods in a grid environment." He completed his master's degree in the Electrical and Computer Engineering program at Melikşah University with his study on "Facial recognition in embedded systems," and his doctoral degree in the Electrical and Computer Engineering program at Abdullah Gül University with his work on "Automatic processing and classification of medical thermal images."

After graduating with his bachelor's degree, he worked professionally in various private sector companies before transitioning to academia. In addition to his academic pursuits, he has participated in several TÜBİTAK (Scientific and Technological Research Council of Turkey) projects and continued collaborative work with the private sector by developing CNC automation, desktop, mobile, and web application projects.

Prof. Ali SEBETCİ

He received his bachelor's and master's degrees from Boğaziçi University in 1994 and 1999, respectively, and his doctoral degree from Middle East Technical University in 2004. Between 2007 and 2008, he worked as a visiting scientist at the Leibniz Institute for Solid State and Materials Research in Dresden, Germany, and between 2008 and 2009, he served as a postdoctoral researcher in the Department of Chemistry at the University of California, Riverside, USA. In Turkey, he worked for 13 years as a faculty member in the Computer and Mechanical Engineering Departments of various universities. Dr. Sebetci specializes in computational chemical physics and has 18 original articles published in SCI(E) journals, one book and one book chapter published in English, and numerous papers presented at international conferences.

Prof. Çağatay BÜYÜKKOÇ

He completed his bachelor's and master's degrees in the Electrical and Electronics Engineering Department at Middle East Technical University. He earned his doctoral degree from the University of California in the Department of Electrical and Electronics Engineering and Computer Engineering.

In 2002, he served as a manager at Lucent Technologies INC, in 2004 as vice president and CEO advisor at ZTE INC, and in 2008 as a technical chief and management consultant at CISC. Most recently, he has been working at the technology company AT&T as Lead MTS (Member of Technical Staff) and Director of RAN Evolution Architecture & Network Realization.

Prof. Hasan ERBAY

Hasan Erbay was born in 1968 in Ankara. He received his doctoral degree in Computer Science and Engineering and an M.S. in Mathematics from Penn State University (USA) and completed his bachelor's degree in Mathematics at Middle East Technical University. His research focuses on scientific computing, numerical linear algebra, and numerical computation, with an emphasis on improving software quality from theory to design and application. He actively collaborates with researchers in other disciplines of computer science, particularly in image processing, deep learning, and medical and educational data mining.

Dr. Instructor Ramazan KOCAOĞLU

Dr. Ramazan Kocaoğlu completed his undergraduate education at Gazi University in 2009. Between 2009 and 2018, he worked in the private sector as a consultant and manager in the field of network and information security. With experience in numerous projects in both the public and private sectors, he earned his master's degree in Computer Science at Gazi University in 2012 and his Ph.D. in Computer Engineering at the same university in 2017. In 2019, he completed a second bachelor's degree in Computer Engineering at Kırıkkale University. In 2018, he founded his own company, through which he has delivered numerous projects and consultancy services for both the public and private sectors. He continues to develop products and solutions to meet the needs of the IT industry. Dr. Kocaoğlu has also served as a project manager in TÜBİTAK 1501 and 1507 Industry R&D Support Programs. Between 2012 and 2020, he taught courses as a visiting lecturer at various universities.

Dr. Kocaoğlu has publications in national and international journals. His areas of interest include Computer Networks, Mobile and Wireless Networks, Next-Generation Network Technologies, Network and Information Security, Open-Source Systems, and Intelligent Optimization Techniques.

Dr. Ali Metin BALCI

Dr. Balcı received his master's degree in Computer Engineering from the United States and his Ph.D. in 2000 from Boğaziçi University. He conducted research activities for five months each at Hamburg University of Technology and the University of Connecticut.

As a core team member of the Naval Forces Command Software Development and Research Center, Dr. Balcı contributed to numerous projects at various levels over a career spanning more than 20 years. Between 2007 and 2012, he served as the Commander of the Research Center. From 2005 to 2007, he worked at NATO's Naval Headquarters in Italy, and for one year, he also served as the Head of the APGE Department.

Starting in 2013, Dr. Balcı held executive roles as Deputy General Manager at ARGELA and Founding General Manager of ULAK Communication. In 2021, he established BLC Communication and Security Systems Inc. and has been serving as a faculty member in the Computer Engineering Department at Ostim Technical University since the Fall semester of 2021–2022.

Dr. Balcı focuses on product-oriented research in the fields of Data Centers, Cloud Technologies, 4G/5G, IoT Communication Systems, Cybersecurity, and AI-driven Energy Optimization Systems.

Dr. Arif Furkan Mendi

Arif Furkan Mendi completed his undergraduate education in 2011 at Bilkent University in the Department of Electrical and Electronics Engineering. He earned his master's degrees in Information Systems from Hacettepe University and an MBA from Bahçeşehir University, later graduating as the best doctoral student from Eskişehir Technical University in 2021. Mendi began his professional career at HAVELSAN in 2012, where he has taken on roles as a software engineer and project manager in various projects. He has carried out corporate transformation initiatives through his work in technology management and innovation. Currently, he serves as the Director of Business Development and Solution Engineering at HAVELSAN. Mendi specializes in next-generation technologies such as blockchain, digital twins, and artificial intelligence. He has been involved in numerous national and international research projects, serves as a reviewer for scientific journals, and has over 30 academic publications as well as three patent projects to his name.

Dr. Cemal GEMCİ

Dr. Gemci completed his undergraduate education in the Electronics Department at the Turkish Military Academy (Kara Harp Okulu), his master's degree in Computer Engineering at Middle East Technical University (ODTÜ), and his Ph.D. in Information Security at Gazi University's Institute of Informatics. ​

He served in various roles as an Information Systems Manager in the Turkish Armed Forces and, after retiring, managed electronic signature applications and smart card projects at organizations such as Turktrust and E-Tuğra.

Dr. Gemci has provided corporate Information Security Consulting to many public institutions and large-scale private sector organizations. He is currently serving as the Chairman of the Board of Cyberverse Technology Inc., which develops GRC (Governance, Risk, and Compliance) software, and is also an angel investor.

He has published articles in national and international journals on topics such as risk analysis, cybersecurity, local area networks, and fiber optic applications. ​

Research Assistant Barış Taha ULUDAĞ

In 2022, he graduated from the Department of Electrical and Electronics Engineering at TED University. In 2023, he began his master's degree in Electrical and Electronics Engineering at the Institute of Science at Ankara Yıldırım Beyazıt University, focusing on thesis topics related to Machine Learning and Digital Twins. He has worked as an R&D Design Engineer at Astor Enerji and similar energy companies in Turkey.

Lecturer Faysal BAŞÇİ

**Faysal Başçi**, has over 20 years of experience in R&D and R&D management in both academia and the private sector. He graduated from the Department of Electrical and Electronics Engineering at Middle East Technical University in 1999 and obtained his Master's degree from the same department in 2002. He then pursued his doctoral studies at the University of Central Florida in the Department of Computer Engineering from 2002 to 2004, and at Bilkent University's Department of Computer and Informatics Engineering from 2004 to 2006. After graduation, he worked in various positions, including research assistant at the university, and system and software engineer, project manager, R&D director, and product development director at Meteksan Sistem, SDT A.Ş., and LNL Teknoloji. Since 2012, he has served as the Chief Technology Officer (CTO) at LNL Teknoloji. He is also a board member at GTENT (Global Telecommunications and Integrated Technologies) AŞ and serves as a board advisor at Nanografi Nanotechnology. Faysal Başçi specializes in IoT, Edge Computing, Communication Technologies, and Industry 4.0. He has designed numerous devices and systems in the fields of IoT, telecommunications, and wearable devices and holds patents in these areas. In addition to his roles, he is the manager of the 5G New Radio group at GTENT AŞ.
