He completed his undergraduate education in the Department of Electronics at the Turkish Military Academy, his master’s degree in the Department of Computer Engineering at Middle East Technical University (METU), and his Ph.D. in “Information Security” at the Institute of Informatics, Gazi University. 
He served for many years in the Turkish Armed Forces as an information systems manager. After retirement, he managed electronic signature applications and smart card project processes at organizations such as Turktrust and E-Tuğra. 
 He has provided corporate Information Security Consultancy services to many large-scale public institutions and private sector organizations.
 Dr. Gemci is currently the Chairman of the Board of Cyberverse Teknoloji A.Ş., which develops GRC software, and he is also an angel investor. 
Dr. Gemci has published several national and international articles on risk analysis, cybersecurity, local area networks, and fiber optic applications.​
